Europe’s attempt to reduce its dependence on American technology is running into an uncomfortable reality: the systems European militaries already rely on are deeply integrated with US technology, and replacing them in the name of strategic autonomy could create new risks rather than remove old ones. European defence officials are pushing back against Brussels’ proposed Cloud and AI Development Act, warning that a rapid retreat from US technology giants could leave armed forces with inferior systems, greater cyber vulnerabilities and more difficulty coordinating with NATO allies.
The dispute exposes one of the central contradictions in Europe’s technology and defence strategy. Brussels wants greater digital sovereignty at precisely the moment European governments are spending heavily to rebuild military capability. The political argument for reducing reliance on US cloud and artificial intelligence providers is straightforward: critical military infrastructure should not ultimately depend on companies headquartered outside Europe. The operational argument is considerably more complicated.

SubscribeThe proposed framework would require member states to assess how critical individual digital services are and potentially restrict the use of foreign technology in the most sensitive areas. Yet officials argue that European alternatives remain some distance behind the capabilities offered by American hyperscalers. Only around 1 per cent of public services are expected to fall into the highest restriction category under the proposed approach, but defence officials are concerned about where those restrictions could ultimately extend.
The problem becomes particularly acute when technology is embedded inside military platforms rather than purchased as a standalone service. The F-35, for example, already relies on US-linked digital infrastructure. Trying to separate European defence systems from American technology without considering the architecture of existing weapons platforms risks creating a sovereignty policy that is theoretically attractive but operationally disruptive.
This is not an argument against European technological independence. It is an argument for sequencing.
EBM has previously examined Europe’s push for AI sovereignty, highlighting the uncomfortable gap between Brussels’ ambition and its dependence on foreign technology infrastructure. The same problem is now moving directly into defence. Europe can demand greater control over its technology stack, but that requires investment in European cloud capacity, chips, AI systems, cybersecurity and data infrastructure on a scale that cannot be achieved simply through legislation.
There is also a wider industrial opportunity. Europe’s defence spending is undergoing a structural transformation, with governments committing substantially more money to military capability and domestic production. As EBM has argued in its analysis of Europe’s defence stocks, the defence cycle is no longer simply about buying more hardware. Technology, electronic warfare, cybersecurity, communications and software are becoming central components of the continent’s rearmament strategy.
That creates an obvious commercial opening for European technology companies. But building credible alternatives requires customers willing to commit capital for years before those alternatives reach scale. Defence procurement is notoriously slow, while cloud and AI technology moves at a much faster pace. Europe therefore risks creating a vicious circle: domestic providers cannot reach scale because governments continue buying established US systems, but governments cannot rapidly abandon US systems because European providers lack comparable scale.
The NATO dimension makes the issue even more sensitive. European countries are not building defence capabilities in isolation. They are operating within an alliance whose effectiveness depends on interoperability, shared intelligence and common communications. Officials therefore fear that an aggressively European-only technology policy could inadvertently create friction with the very alliance Europe is attempting to strengthen.
That tension is already visible elsewhere in European defence procurement. The continent is trying to increase domestic production while continuing to purchase US equipment because the latter is often immediately available and combat-proven. Recent European defence analysis has repeatedly highlighted the gap between the ambition of strategic autonomy and the practical requirements of rebuilding military capability quickly.
The Bigger Picture
Europe is right to question whether critical defence infrastructure should depend indefinitely on American technology companies. But sovereignty cannot be legislated into existence. It has to be built.
The sensible approach is therefore not an abrupt divorce from US technology, but a European capability-building programme alongside continued interoperability with NATO. Brussels needs to create the market, capital and procurement certainty that allow European cloud, AI and cybersecurity companies to scale — while ensuring that today’s military systems continue to function securely.
The strategic objective should be independence without isolation. Europe needs to become capable of operating without US technology if circumstances demand it, while retaining the ability to work seamlessly with its most important military ally when cooperation remains in Europe’s interests.
That is a much harder policy than simply saying “Buy European”. It is also the one that could actually work.
